& DEVELOPMENT INDIA LIMITED (PDIL)
The projects &
Development India Ltd. (PDIL), came into existence
on Ist April,1978 as a result of reorganisation
of the Fertilizer Corporation of India Ltd and
the National Fertilizers Ltd. Its main activities
are design,engineering ,procurement and supervision
of construction/commissioning of fertilizers,
chemicals and other alied projects,production
of catalysts and research & development in
fertilizers, chemicals and allied fields. It is
a leading consultancy organisation in the fertilizers,
sector and plays a key role in the expansion /modernisation
of the fertilizer industry. It has three division,
namely, Engineering and Consultancy (E&C)
Division; Catalyst Division and Research &
Development Division. As on 31.3.1998, the company
had an authorised capital of Rs.60.00 crore and
paid up capital of Rs.53.52 crore.
2. OPERATING
RESULTS
The company recorded
a new profit of Rs.6.09 crore during 1997-98 as
against a profit of Rs.31.82 crore during 1996-97.
This includes a profit of Rs.43.71 crore on account
of prior period adjustment and after provision
of wage revision w.e.f.1.1.92 Rs.24.02 crore.
The budgeted for 1998-99 is loss of Rs.3.07 crore
and for 1999-2000, a net profit of Rs.0.34 crore.
During the current financial year the company
has incurred loss of Rs. 2.63 crore against budgeted
profit of Rs.1.93 crore upto Oct.1998. The details
of estimates of Internal/External resources available
for plan schemes are given in
statement-III.
3. ENGINEERING
& CONSULTANCY DIVISION
The E&C Division
has its main offices located at Sindri, Noida
and Baroda and inspection offices at Calcutta,
Mumbai and Madras.The E&C Division had been
incurring losses in the past, which was primarily
due to a steep fall in the volume of job work.
However, as a result of a number of new fertilizer
plants and expansion projects of existing plants
which came up during eight-five year plan, the
company had sufficient engineering and consultancy
jobs which have been completed. In the absence
of fresh investment in the fertilizer industry
the company does not have any major E&C jobs
in hand, presently.
4. ENGINEERING
& CONSULTANCY DIVISION
Phulper Ammonia/Urea
Expansion Project, Phulpur off-site Project, Kakinada
Expansion Project of NFCL, IFFCO Kalol expansion
Project and RCF Thal Ammonia Revamping Project
have been completed and commissioned during the
year.
The company successfully
commissioned Urea Hydrolyzecum-Stripper Unit and
Oil Removal System at Sindri Unit of Fertilizer
Corporation of India Limited (FCI) for pollution
abatement. The system based on PDIL's own process
technology has been designed for treatment of
35 M3/hr of polluted effluents emanating from
the existing Urea plant containing Urea, Ammonia.
Nitrogen Generation
Unit RCF, Thal Retrofit of Ammonia Plant Ph-II
RCF, New Ammonia Synthesis Loop, Neyveli NLC,
Technological Upgradation of ABC Plant RCF are
in progress. PDIL has also intensified its effort
for business development in the non-fertilizer
sector. It identified oil, LPG and Gas sector,
3rd party inspection and NDT and Cathodic
protection as a thrust area for the future.
PDIL has also secured
a prestigious job of LPG Import facilities, Haldia
Phase-I IOCL, LPG Tanker unloading facilities
IOCL, Coastal Oil Installation Paradip BPCL, LPG
Bottling Plant, Kandla, Bombay Yashi pipe Line.These
jobs have been secured by the company against
stiff competition.
During the financial
year under consideration, PDIL has achieved considerable
success in enhancing the turnover in the area
of third party inspection (TPI) and non-destructive
testing (NDT).
5. RESEARCH
& DEVELOPMENT DIVISION
R&D Division contributed
in development of process know-how for various
requirements of the Industries and execution of
customer oriented services. It has contributed
in commissioning of Thermal Urea Hydrolyser-cum-Stripper
of FCI Sindri. Technology upgradation and commissioning
of Sodium Nitrate/Nitrate Plant of RCF Trombay.
PDIL has also developed
pigmented colour Epoxy coating formulation. After
satisfactory laboratory testing on accelerated
corrosion test, the formulation has been applied
for internal coating of the Prilling Tower of
IFFCO, Phulpur Expansion Project. The tower is
working satisfactorily
PDIL for the fist time,
has been able to arrange, sponsorship of various
R& D Projects from fertilizers producing companies
viz. KRIBHCO, IFFCO NFL and RCF
6. CATALYST
DIVISION
The
production of three main catalysts i.e. H.T.,
L.T. and Nickel based catalysts
during the year 1997-98 was 861 MT compared to
847 MT during the previous year. The sale of Catalyst
Division during the year 1997-98 was MT as compared
to 1036 MT during the previous year. In the current
financial year the cumulative production of catalyst
upto Oct. 1998 was 309 MT against the target of
335 MT. The total sale of Catalyst Division upto
October, 1998 during the current financial year
was 309 MT against the target of 355 MT. The turn
over of catalyst division during 1997-98 was Rs.14.5
crore as com pared to Rs.14.85 crore during the
previous year. He cumulative turnover of Catalyst
division upto Oct. 1998 in the current financial
year was Rs.4.9 crore.
7.
REFERENCE TO BIFR
PDIL
was referred BIFR and was declared a sick company
in December 1992. A rehabilitation scheme was
approved on 29-4-1997 and sanctioned by BIFR on
01.7.1997. The revival package has been put in
to implementation . Reliefs/concessions envisaged
in the rehabilitation scheme have since been accorded.
