The Department of Fertilizers is entrusted the primary responsibility of
ensuring the allocation and supply linkages for movement and distribution of
urea.
The reqirement of urea for each State and Union Territory is
assessed in advance of each crop season in consultation with the State
Governments/UT. The two crop seasons are Kharif (1st April to 30th September)
and Rabi (ist October to 31st March) indicating the quantities of urea to be
supplied by each manufacturer.
After assessing the requirement of States and UTs, a coordinated
supply plan is prepared for each State/UT.
The requirements are first met by allocations from indigenous
production and the gap between the requirements and indigenous availability, if
any, is bridged by allocations from imported urea.
In the case of major decontrolled phosphatic and potassic
(P&K) fertilizers namely DAP and MOP, the assessment is made of their
requirement by DAC so that adequate availability of these fertilizers is made
at the State level. However, no allocations of these fertilizers are made.
Corrective steps are also planned and taken for buffer stocking of these
fertilizers.
As per Clause 3 of Fertilizers Movement Control Order, no person
can export/despatch urea without the permission of the Government. The
Department of Fertilizers, therefore, arrange despatches of urea to State and
UTs from manufacturers through a monthly despatch plan, within the ECA
allocation in such a manner that at any given time urea demand of each State
and UT is satisfied.
