Organisational Set up and Functions

3.1 The main activities at the Department of Fertilizers [DOF) include planning, promotion and development of the fertilizers industry, planning and monitoring of production, import and distribution of fertilizers and management of subsidy for indegenious and imported fertilizers. A list at the subjects allocated to the Department of Fertilizers is given in Annexure-I

3.2 The work of the Department is broadly divided info four divisions dealing with

(1) Fertilizers Projects and Planning

(ii) Fertilizers Imports, Movement and Distribution

(iii) Administration and

(iv) Finance and Accounts .

The work of these divisions is handled by three Joint Secretaries. Joint Secretary (Fertilizers) is entrusted with the work pertaining to planning the production and development of fertilizer industry which includes monitoring. evaluation of production, retention price and subsidy, joint ventures, external assistance for new fertilizers projects, revival of sick fertilizers units, company affairs, issues relating to raw materials such as natural gas, naptha etc.

3.3. The Joint Secretary and Financial Adviser in charge of Finance and Accounts Division is also the Financial Adviser of the Department of Chemicals and Petrochemicals.

3.4 The Joint Secretary in-charge of Administration Division also looks after the work of fertilizers import movement and distribution. The Joint Secretary (Administration &
Movement) also offends to the grievances of the public and the employees of the Department. Besides, he also functions as the Chief Vigilance Officer of the Department.

3.5 The list of minister incharge and ofticers (upto the Deputy Secretary level] in the DOF during 2000 01 is given in Annexure-II.

Fertilizers Industry Coordination Committee

3.6 The office of Fertilizers Industry Coordination Committee (FICC) is an attached office under the Department of Fertilizers headed by an Executive Director who is of the rank of Joint Secretary to the Government of India, The FICC deals mainly with unit-wise fixation and revision of retention prices of urea fixation of equated freight and payment of subsidy to the fertilizer companies.


Public Sector Undertakings and Multi-State Co-operative Societies

3.7 The Deportment has under its administrative control, nine public sector undertakings and two multi State cooperative societies. A list of these undertakings is given in Annexure-III.
