GENERAL
USE
OF HINDI AS OFFICIAL LANGUAGE
11.1.1
There is a separate Hindi Section
in the Department, headed by a
Deputy Director, which oversees
the implementation of the Official
Language Policy of the Government
of India in the Department and
its attached office as well as
in the public sector undertakings
and cooperative societies under
its administrative control. An
Official Language Implementation
Committee is functioning in the
Department, which is headed by
Joint Secretary (Administration).
This Committee reviews at regular
intervals the overall progress
of the use of Hindi in the Department
and Public Sector Undertakings/Cooperatives.
It gives appropriate suggestions
and recommends steps to be taken
for the effective implementation
of the Official Language Policy.
11.1.2
During the year under report,
as envisaged Under Section 3(3)
of the Official Language Act,
cent-percent general orders, notifications,
resolutions, agreements, rules,
administrative and other reports,
press communiqués etc. were issued
bilingual. As more than 80% of
the employees of the Department
have working knowledge of Hindi
and Department is notified under
Rule 10(4) of the OL Rules 1976,
an order was issued under Rule
8(4) of OL Rules directing 35
officers and 89 employees proficient
in Hindi to do all work in Hindi.
11.1.3
For imparting training to the
officers and employees, who do
not possess a working knowledge
of Hindi, the Department had nominated
four such employees to attend
Hindi classes conducted under
the Hindi Teaching Scheme of the
Ministry of Home Affairs.
11.1.4
Similarly under Hindi Stenography/
Typing training scheme, so far
16 Stenographers and 12 Typists
of the Department have been trained.
5 Stenographers and 6 Typists
are undertaking training under
the said scheme. There are 11
Hindi Typewriters and 26 Bilingual
Electronic Typewriters in the
Department. In addition, bilingual
computer system is available in
the Department.
11.1.5
A Hindi Fortnight
was organised in the Department
of Fertilizers from 14.9.98 to
28.9.98 as per the guidelines
issued by the Department of Official
Language. During the fortnight,
an appeal was issued by Shri S.S.Barnala,
Minister of Chemicals & Fertilizers,
exhorting the officers and staff
of the Department and its undertakings
under its administrative control
to use Hindi in their official
work. Competitions for Hindi Essay
Writing, Shorthand, Typing and
Hindi-English translation were
also conducted. Successful competitors
were awarded cash prizes totalling
Rs.9,200/- by Minister of Chemicals
and Fertilizers, Shri S.S.Barnala
and Minister of State (Chemicals
& Fertilizers) Dr.A.K.Patel
at a special function held on
28.9.1998. Under the Incentive
Scheme for original Hindi noting
and drafting in official work,
two officers and 12 employees
were given cash awards totalling
to Rs.4,650/- at the special function.
11.1.6
In order to oversee the implementation
of the Official Language Policy,
a programme of inspection of undertakings
and their units was made. Sixteen
offices of various PSUs/Cooperatives
were inspected during the year.
In addition, the Parliamentary
Committee on Official Language
visited PPL Corporate Office-Bhubaneshwar,
RCF Marketing Office-Bhubaneshwar,
HFC Corporate Office-New Delhi
and HFC Marketing Office-Guwahati.
