PROGRAMMES FOR THE WELFARE OF SCHEDULED CASTES & SCHEDULED TRIBES (SCs/STs), OTHER BACKWARD CLASSES (OBCs) AND PHYSICALLY HANDICAPPED (PHPs)

REPRESENTATION OF SCs/STs/OBCs & PHPs IN THE DEPARTMENT

9.1.1 Due care has been exercised during the year under review to implement Government orders regarding recruitment and promotion of candidates belonging to the SCs, STs, OBCs and Physically Handicapped in various group of services in the Department. The representation of these categories in the Department as on 1.11.1998 was as under:

REPRESENTATION OF SCs/STs/OBCs AND PHPs IN PUBLIC SECTOR UNDERTAKINGS

9.2.1 The Presidential directives on reservation for the candidates belonging to the Scheduled Castes and Scheduled Tribes which have been issued from time to time by the Department of Public Enterprises, have been implemented in all the PSUs/Cooperatives under the administrative control of the Department.

9.2.2 The Presidential directive regarding reservation for Other Backward Classes (OBCs) in appointments in Public Enterprises has been made applicable w.e.f. 8.9.1993. IFFCO and KRIBHCO, the multi-state Cooperative Societies have adopted the guidelines for OBCs w.e.f. 1.4.1995 and 1.10.1995, respectively.

9.2.3 Implementation of these directives was monitored through the Quarterly Review Meetings. 127 SCs, 63 STs, 183 OBCs and 11 Ex-servicemen were recruited, out of a total requirement of 706 persons made during 1998 by the Public Sector Undertakings/Cooperative Societies under the administrative control of this Department.

9.2.4      The representation of Scheduled Castes, Scheduled Tribes, Ex-servicemen, Physically Handicapped persons and other Backward Classes in the public sector undertakings as on 31.12.1998 is given in the Annexure-Xl.

9.2.5 Besides providing employment, PSUs/Cooperatives have also been advised to prepare and implement special programmes for education of tribals in the scientific use of fertilizers, building up of dealer/retailer network in the tribal areas, and making available fertilizers in small packs in the tribal areas.

WELFARE OF MINORITIES

9.3.1 The Public Sector Undertakings under the Department have been advised to provide pre-examination coaching to the minority community candidates, wherever feasible, and to take steps to increase the awareness of candidate belonging to the communities about employment opportunities. They have also been advised to include a representative of the minorities in the recruitment/selection boards to ensure that the minorities get an adequate share in the services and benefit from development schemes.

RESERVATION IN FERTILIZER DEALERSHIPS

9.4.1 In 1978, instructions were issued by the Department to all the public sector undertakings under its administrative control to reserve at least 25 percent of dealership of fertilizers for the members of SCs/STs. To ensure availability of a sufficient number of suitable SCs/STs candidates, the following concessions are generally given by the undertakings:

a) exemption/relaxation from security deposits;

b) preference in supply of fast moving materials;

c) higher rate of dealership margin as compared to that allowed to general dealers; and

d) free training in handling of fertilizers.

9.4.2    As on 30.6.1998, the share of fertilizer dealership awarded to members belonging to SCs/STs has gone upto 1732 as against of the number of 1605 as on 30.6.1997 reflecting an increase of 7.9%.

9.4.3   The PSUs have also been advised to reserve 10% of fertilizer dealership for ex-servicemen.
